Llama
They're called Lacing Pliers. Used for twisting safety wire for aviation, and some military applications. Video:
wdwerker
They can also be used to tie rebar. But nowadays they use a hook and looped end wires. Another place I have seen them used is on race cars, safety wires similar to aviation and military uses.

Popular Post Trip
==>and some military applications No one expects the Spanish Inquisition… Amongst our weaponry are such diverse elements as fear, surprise, ruthless efficiency, lacing pliers, an almost fanatical devotion to the Pope and nice red uniforms! And anyone who doesn't get the pop culture reference..... must sit in.... the comfy chair!
Immortan D
Since you're not smiling, you can assume the seller is! I'm sure she is! I sold most of the items, including a helluva monster adjustable wrench, and I'm still far away from getting my money back. PS: The seller, she was pretty hot. Tom King
One of the first jobs I had was working at an airport for an outfit that was a Cessna dealer and kept up a fleet of airplanes from the Cessnas to a couple of Lear jets. All the A&P mechanics had these, but were not allowed to have either an adjustable wrench, or automatic center punch in their toolboxes. I worked there so I could get flying lessons at half price, as well as plane rentals for half price. I could rent a 150, including fuel, for $7.50 an hour, and the plane with instructor was fifteen bucks.
