Using a router to cut a relief

I'm trying to figure out how to cut a relief into a piece following a pattern, but I'm having trouble figuring out the best way to go about it.

 

The piece will be a large arrowhead (Kansas City Chiefs logo), just a solid block of maple that I'll cut out w/ a jigsaw following a pattern that's been glued onto the wood.

 

Once the arrowhead is cut out, I want to cut into the center of the piece (no more than 1/4" deep, so NOT all the way through the wood), but leaving the outer border of the arrowhead raised at the original height. I figure a router is probably the easiest way to do this, but how do I get a shallow cut like that and follow the pattern correctly? If I try to use a pattern bit or a flush trim it'll be much too deep.

 

Any thoughts? Does this make sense?
