What about those plastic scrubbie ball things that you use in the kitchen. That would make a cheap source of material to start with . Just pick some up at the supermarket on the brush/ broom cleaning aisle.

I think those squeegees have a nylon mesh over a fabric covered foam rubber sponge.

The liquor store puts a plastic mesh sleeve over bottles to keep them from clinking together. Maybe give that a try.

My mother and sister are into sewing.  (And knitting, but I still call them family.)  My sister has been making dish scrubbies (like those bath poofs you can buy from higher end stores) from Tulle, which is a netting product.  (Here's something similar to what she makes.)

 

I'd imagine you could wrap a couple layers of this around a simple foam or sponge section you cut out and attach to whatever you are making.  Every now and then, I see car wash sponges on sale at places like K-Mart, WalMart, AutoZone, Harbor Freight, Advance Auto, etc.  You could probably cut those up if you don't find some suitable foam material.

 

On Jo-Ann Fabric's website, I found Matte Tulle for 1.49 a yard (minimum order 2 yards for online orders), which will be more than enough to do several prototypes, and an Airtex foam chairpad (2" thick) for about $9.  I know you can get several pieces from one of those... just don't know how well they hold water.  (I assume pretty well, based off some recent experience with outdoor furniture...)
