Scratch marks between coats

I would greatly appreciate any help here...

I recently built a maple bar top for a customer. The top is stained. I then applied two coats of shellac followed by two coats of waterlox. Before applying the final coat of waterlox I lightly sanded with 600 grit paper. After the final coat the scratch marks stand out like a sore thumb. The finish is still tacky....

What caused this and what are my options to fix this??

Would it be possible to see a pic?

First, what is the temp of your finishing area? In cold temps...poly takes longer to dry.

Second, what is your finishing schedule, what type of stains, pound cut of shellac, in how many days did you do what?

Third, curious as to why mid-coat sanding with 600 paper? Typically the finish manufactures like something around a 320 scratch. Gives the finish some teeth to hold on too?

Finally, probably need to wait for the Waterlox to dry. Then scuff with 320(careful not to sand through), clean the surface good and apply more Waterlox.
