rodger. Posted November 14, 2015 Report Share Posted November 14, 2015 (edited) Chances are that the school board tendered the original work and went with the "bargain basement" offer. A new school library was built onto a local school here, and after the work was done, the Fire Marshall would not let any students in the library because the contractors did not install smoke detectors or sprinklers. WTF.now they need to come back and install, so the brand new library still cannot be used and needs to be retrofitted. Some times, and I admit, not often, but sometimes the lowest bidder is trying to build a rep, so down the line he can be the highest bidder!
